Stage 1 Dashboard — current state of community engagement and Stage 2 readiness.
This dashboard provides a current-state summary of the Stage 1 Community Review process. It tracks organizations engaged, feedback received and resolved, open issues, and the conditions that must be met before the framework can advance to Stage 2 (Independent Evaluation). All data is current as of June 2026.
The following metrics reflect the current state of Stage 1 Community Review. All figures are live and will be updated as the review progresses.
The following table shows how submitted feedback is distributed by category and how each item's status is tracking. It will populate as submissions are received.

The framework addresses seven implementation pathway sectors. Substantive engagement from each sector is needed before community review can be considered representative. The following shows which sectors have engaged and which remain to be heard from.
Representative community review requires engagement from at least two sectors before Stage 2 can be considered. Currently: 0 of 7 sectors have engaged.
The framework advances from Stage 1 (Community Review) to Stage 2 (Independent Evaluation) when the following conditions are met. These are the same conditions documented in Framework Validation. They are reproduced here in dashboard form for tracking purposes.
At least two organizations from different implementation pathway sectors have submitted substantive community review feedback. Current status: 0 organizations, 0 sectors.
Not MetSubstantive feedback has been collected and logged in the Feedback Registry from external reviewers. Current status: 0 items received.
Not MetAll received feedback has been reviewed, responded to, and assigned a disposition (Accepted, Accepted with Modification, Declined, or Deferred). Open feedback items cannot remain unresolved at the time of Stage 2 advancement. Current status: 0 items received, 0 resolved.
Not MetThe evaluation infrastructure is published and structurally complete: the Pilot Validation Program, Evaluation Record Template, Inter-Evaluator Agreement tracking, and Results Registry are all published. Current status: infrastructure published; no evaluations yet conducted.
PartialAt least one organization has volunteered a simulation system through the Pilot Validation Program. Current status: 0 submissions received.
Not MetStage 2 Advancement: 1 of 5 conditions partially met. 4 of 5 conditions not yet initiated. Community review feedback and pilot program participation are the two actions that would advance this status most rapidly.
The metrics shown here are honest. No organizations have engaged. No feedback has been received. The framework is at the beginning of Stage 1 — not nearing the end of it. The infrastructure to receive feedback and conduct evaluations exists and is ready. Advancement from this state to Stage 2 requires one thing: external engagement from the communities the framework is intended to serve.
